All flaggers must be sufficiently educated in the procedures for notification of accredited training programs, including the National Security Council, the American Association for the traffic safety services, associations of the construction industry, or unions, or by someone holding a flag certification as an instructor for the formation of such a program.

Before the start of the signal, the Contractor shall provide the Engineer a list of certified flag being used in the operation, distinguishing reference to the formation of flakes for the individual. It is really great on how OSHA has been able to decrease the number of accidents to training programs like this, courses as osha 30 hr construction and their safety guidelines and approved PPE equipments.
